CNNA: Public Hearing Norwalk Company Demolition Wed. May 9 10AM

There is a public hearing scheduled this Wed. May 8 - 10AM  regarding the state grant for the demolition of the Norwalk Co. building located at 20 North Water St. The hearing has been triggered due to the fact that this building is eligible to be listed on the Register of Historic Places. This building is the large building you see as you come across the South Norwalk drawbridge on the right-hand side. The facade has large arched windows and the name of the company is painted on the side of the building.

Because of its design and size, this building plays a significant role in the perception of South Norwalk - especially when  coming from the bridge. Apparently, one option to total demolition is to preserve the facade of the building, while demolishing and cleaning up the inside which is, in fact, polluted. The Redevelopment Agency would like the sidewalk widened which would also require the facade to be moved - but the sidewalk is already narrowed under the railroad bridge, and there is unlimited room for pedestrians on the other side of the street where there is no building.

The CNNA has not voted on this issue due to the timing, but we have had discussions over the last two meetings about reviewing the development process initiated, in part, by the planned demolition of this building. While we have a healthy respect for property rights, we also discussed that there are some historic buildings that make significant  contributions to the character and feel of the city, and that total  demolition of these buildings should be a last resort.

1. Notice of Scoping for 20 North Water Street, Norwalk

Address of Possible Project Location: 20 North Water Street, Norwalk

Project Description: The City of Norwalk in conjunction with North Water Street LLC (c/o Spinnaker Real Estate Partners LLC) is proposing the redevelopment of the former Norwalk Company site located at 20 North Water Street, Norwalk, CT. Redevelopment activities include: environmental assessment, remediation and monitoring of the 1.895 acre site; demolition of the existing 56,720 square foot brick building; and new construction of a 130,000 square foot mixed-use development consisting of 107 residential rental units and 18,000 square feet of ground floor commercial space. State funds are proposed for environmental assessment, remediation, abatement and monitoring.
